As it turns out, the BPEL model is correct: the <catch> fault variable can only be a Message or an XSD element (see section 12.5 of the BPEL spec). Therefore, I have refactored the type selection dialog and properties sections so that the filters are limited to only those types that are valid within the context of the selected variable or property.
