Brian, do you mean the menu only appear in specific View? A menu only appear in a specific perspective looks weird a little bit,  perspecitive is just a layout of views.
The guvnor menu is used to add resources to guvnor repository, currently, there is no flag to know which resource can be added as guvnor resource, so it appear to very resource.  
If have to remove the Guvnor menu from the root context menu, I can change it only appear in Navigor view.
