This is similar to what modeshape were doing before JBIDE-6652 was fixed.

Adding root context menu for all resources pollutes the UI since you cannot expect everyone to want to use Guvnor on all projects just because the plugin is installed.

Modeshape as far as I believe (you should check) were changed to only show up the menu when a modeshape repository was actually defined - maybe guvnor could apply the same logic ?

Or if there is some metadata you can look for (i.e. .guvnor files ?) that will signal that guvnor is supposed to be available for the project then it could be enabled too.
