Resolution: Rejected
The user can check the "Check Runtimes for Portlet Components" if he wants the WTP engine to check if a runtime supports the portlet components. This preference is false by default. See JBIDE-6719.
When you add a portlet facet to a web project, the web project wizard will always create an empty portlet.xml. If the user creates a portlet (Java/JSF/Seam), portlet.xml will be populated.
