https://svn.jboss.org/repos/jbosstools/workspace/examples/project-examples-bpel-3.1.xml isn't included in any extension point. You should add your examples to https://svn.jboss.org/repos/jbosstools/trunk/download.jboss.org/jbosstools/examples/project-examples-bpel-3.1.xml.
