org.apache.commons.codec added to all three target platforms; versions stated in feature.xml updated; URLs from which to pull deps updated in trunk and 3.2.x branch to use download.jboss.org instead of www.qa server's older update site (2.5.0 -> 2.5.1 and 2.6.0).

Also updated TestNG 5.14.3 -> 5.14.6 and 6.0.1 and appropriate URLs too.
