I was  unable to reproduce (and not only me ;)) this bug using the steps with "import". I'm interested in it, so if you can describe the import process in more detail I would appreciate it. But anyway this bug is reproducible when trying to install BPEL Facet on non-facet project through Project->Properties (No import necessary). So I'm able to verify this jira now.
