I was getting those errors when starting Eclipse with WTP/EMF/GEF/BIRT/JBT plugins. Eclipse opens more files than the default ulimit command specifies on some distribution. 
osgi.bundlefile.limit doesn't permit Equinox to open more files than it is specified by that property, but plugins open their own files. I suppose that JBT also opens a lot of files.
This issue doesn't have to be caused by leaking file handles. It is enough that plugins simultaneously open a lot of files. 
The best workaround would be to increase the open file limit (the default is usually 1024 which is too low).

BTW There is a file handle leak in the JSF2ComponentValidator.isValidate() method, but I think, it has no effect on this problem.
