Let's do the following:
1. Check if builders in the right order when validation is invoked.
2. If order is not correct and there is no such a problem marker on the project then create the problem marker (an error) with a quick fix.
3. Each validator should create its own error marker.
4. Validor should not validate the project until the order is correct.
5. Each validator should have a preference with the following options for this validation rule: IGNORE, WARNING, ERROR (used by default).
