We want to allow users to use the better m2e 0.13/1.0 after the Indigo release as m2e will be compatible with eclipse 3.6 
This means the requirements/TP need to be bumped up to use the latest m2e/m2e-wtp bits.
Will update this issue later with the versions we target.
