As this was predominantly a coding task, and not a bug, there is nothing to verify here, other than that at no point do you see multiple shells for the same server. The only real way to verify that would be to start and publish to a RSE server several times, then pause eclipse, and check that there is only one remote shell open. 

I mark this coding task as done, and should any bugs be opened, they should be created in their own JIRA.
