Win-1252 is not a Cyrillic but European encoding. It's not normal that russian characters are used in page with Win-1252 encoding, and if inserted they may not be able to be converted to UTF-8. 
Can this issue be reproduced not in Windows OSes? (I know that IE (that could be used by XulRunner) has a problem of treating russian text as Win-1252 instead of Win-1251.)
