Used your stepps and still cannot reproduce the issue: the result exactly the same as Alexey shows (the "Save Problems" dialog occurs and proposes me to save as UTF-8 or select the first character in text which cannot be converted to the editor's used encoding).

Note that when you pasting the characters from clipboard, the characters are not converted to the editor's encoding. At least for me the resulting characters look exactly like the ones copied from your "hebrew" example. Seams that they are inserted as block of UTF-8 characters. The real 'encoding' occurs in saving process, but not all the UTF-8 characters are able to be converted into editor's used encoding directly. Probably UrlEncode (%xx) should be used while pasting UTF-8 characters to the editor.
