So you agree the problem exist. As I think instead of dialog which I see on step, 4 VPE should propose jspx.png dialog.
Cause when I run project on Tomcat server and open example.jspx it display page in correct utf-8.
may be should be configuration option to VPE to select current encoding.
cause you see "meta content="text/html; charset=utf-8"" can be specified in some tags, which content VPE does not inspect for charset value.
