The idea is when user has entered wrong url without escaping like "url(../css(2)/pic1.png)" VPE should not render the image.

Putting the url into quotes or double quotes by default could mess the HTML grammar:
{code}<div style='..url("..")..'> or <div style="..url('..')..">{code}
could become 
{code}<div style='..url('..')..'> or <div style="..url("..")..">{code}
