Ok, because we're pushing this close to the wire of releasing JBDS 4.1.1 and this is not a critical bug, we're going to bounce it to JBDS 5. Sorry about that.

The issue was that the upstream bpel editor build was not picked up by the latest JBDS 4.1.1 respin. But again, since this is not a blocker, we're going to slip it to JBDS 5 beta1 or M5 (whatever the next milestone is). Bob is going to coordinate with Nick to make sure we get the right build picked up.
