The problem here is that our GWT plugin references preference categories defined in GWT plugins, but doesn't declare them as dependencies in MANIFEST.MF, because category references are not java dependencies, but just a ID used in our plugin.xml. When it comes to installation our GWT plugin install only required plugins without ones where categories are defined and that leads to mentioned errors. 

So we need two thing to do:
1. Declare plugins from GWT with categories as dependencies of GWT Integration plugin
2. Open issue for eclipse to have extra info in error log about plugin that references that missing category
