That has been done intentionally (see FeedsToolTip.java lines 82-86). A tooltip is not any browser, it just helps the user to see the complete description of a news/blogs. 
If we would add the functionality you are referring to, we would have to add the back/forward button at least and likely the busy indicator icon as well.
The JBoss Central already provides all of those functionalities: if the user wants to browse a news/blogs, he can click the news/blogs link and the JBoss Central editor will open the link in a browser.
If you still think that some browser operation is necessary in the tooltip, please reopen this jira.
