JBoss Tools Palette was a part of JBDS some time ago. Then we decided to migrate it into the generic Palette view, which is designed to display any contributions provided by editors. For example, if user installs a plugin that contributes palette for Java Editor, he will see it, when Java editor is active, and he will see our palette when Visual Page editor is active. If we replace generic Palette view with JBoss Tools Palette, that user will have to go and search through Window->Show View for the generic Palette, which he may find inconvenient. Even for pages, our palette implementation is not unique: open a page with Web Page editor, the generic Palette will be populated with items provided by WTP.
We preserved JBoss Tools Palette in views just in case that someone has no use for the generic Palette other than for web pages and is preferring our implementation.
