Fixed. SOA Tooling site will now add the following URLs to Eclipse when it's added:

http://download.jboss.org/jbosstools/updates/indigo/SR1/
http://download.jboss.org/jbosstools/updates/development/indigo/
http://download.eclipse.org/bpel/update-site/

Note that this could mean that the version of Eclipse BPEL installed is NEWER than the version provided via jboss.org.
