Isaac, this decision was taken some time ago and Len was not present at it yet. As far as I remember Vista was removed from the support matrix because there majority of JBDS/JBT Windows users use either Windows XP or Windows 7. So to keep the supported matrix adequately large and to focus on major OS versions for each platform it was decided skip testing/support on Windows Vista.
