I still can't reproduce your case.
I'm using Ubuntu 11.04, http://download.devel.redhat.com/released/JBossEPP/4.3/GA/jboss-epp-4.3.GA.zip, JDK 1.6.0_26 and
JBoss Developer Studio
Version: 4.1.1.GA
Build id: v20110908-0132-H1012-GA
Build date: 20110908-0132

The following are the steps I have done:

- unpacked http://download.devel.redhat.com/released/JBossEPP/4.3/GA/jboss-epp-4.3.GA.zip to <EPP_HOME> dir
- deployed the attached testseamportlet-ds.xml to the <EPP_HOME>/jboss-as/server/default/deploy directory
- created <EPP_HOME>/jboss-as/server/default/deploy/testseamportlet.war directory
- unpacked your ftp://palisrna.homeftp.org:2121/archives.zip
- cd <EPP_HOME>/jboss-as/server/default/deploy/testseamportlet.war 
- unpacked your linux_testseamportlet.war to <EPP_HOME>/jboss-as/server/default/deploy/testseamportlet.war 
- started the server

Everything works as expected.

You can see the attached screenshot.

Try to download EPP 4.3 again.
If you have some other Linux distribution, try to test this issue using it.
