If you mean that http://devstudio.jboss.com/updates/4.0/ should include past releases too, then:
a) it's already a composite, I just need to add more links in the metadata to past releases
b) this is a JBIDE jira, not a JBDS one. Please move it to the correct target, and set fix version so jiralint won't complain.
