What do you think the behaviour should be? The server is up but the management port cannot be connceted to. Should it then force-terminate the remote server? Users often complain about this. 

In the past the decision has been made that for remote servers, if we can't verify via a poller, we take no action and simply mark the server as started so that run as -> run on server continues to function.
