Pretty sur if your test plugin depends on a plugin you need to define that in the MANIFEST.MF so that Tycho knows to fetch them. Why wouldn't the test already depend (and state that dependency) on its upstream components, the same way all other plugins do? 

(Sorry if that's a dumb question and tests work differently; I just assume all plugins should define their installation/runtime requirements in their manifest.)
