I indeed don't specify any particular location when opening the Forge View. I don't know exactly what the rules are when adding new views for which the perspective has no well defined location. Probably for the 'Java' or 'Seam' perspectives it automatically opens at the bottom while for some reason for the 'Java EE' perspective it opens somewhere else.
