If you want the SOA Tooling update site to be self-contained and not need to reference anything outside the two default JBDS sites (Core + Extras) then you'll need to add the required features (without adding them to categories) to the this site:

https://svn.jboss.org/repos/devstudio/trunk/product-soa/site/site.xml

Or, better, the Teiid features should explicitly state which DTP features on which they depend so that they can be included transitively. Assigning to Barry to come up with the list of DTP features on which Teiid depends, and to update his feature.xml file(s) accordingly.
