By changing the ports on the JBDS server to match the binding port settings, the issue is resolved.

However, I believe it is misleading in that the "Automatically detect" for the JNDI port and Web port will automatically be detected.

Using the default ports, the server behavior for starting and shutdown works successfully with no errors.
