When you start AS 7 in the debug mode using JBoss Tools, you are already connected to the remote application and can't be connected again.
To start AS 7 from the command line, use: 

Linux:
export JAVA_OPTS="-Xdebug -Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=1044"
standalone.sh

Windows:
set JAVA_OPTS=-Xdebug -Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=1044
standalone.bat
