Availability of this menu item in VPE should be the same as in WTP XHTML/HTML/JSP Editors. I do not know why, but WTP XHTML editor sometimes shows and sometimes does not show this menu item. Probably it depends on the project type. 

Anyway, VPE and WTP editors behave similar for me.
