in this particular case this is not a selection issue (but if you will try to extend vpe templates - you'll see selection does not process all cases as it should process - this is other issue).
here selection work as expected. vpe issue here - when focus is in visual part you should cut-copy using selected text in visual part - not substitution from source part.
