resolved by adding

;x-installation:=greedy

into xulrunner bundles dependencies in org.jboss.tools.xulrunner bundle. Now it works. with -DtychoVersion=0.13.0.

It also means we can now build product with tycho :)

usage plug-in references should be also updated.
