The extras site for 4.1.1 replaces the site for 4.1 which replaces the site for 4.0. URLs remain unchanged thru the magic of "composite p2 metadata".

Thus for any update to a 4.x release, you use the 4.0/ site, which has at some point contained 4.0.0, 4.0.1, 4.1.0, and soon, 4.1.1.

The Tech Preview site is currently empty since the only thing that was ever on it (BPEL) moved from Tech Preview to Extras for the 4.1.0 release. This allows people to discover it more easily w/o having to manually add the Tech Preview URL, as the Extras site URL is already preloaded in JBDS 4.0.0 onward.

I might argue we could remove the whole chapter and reinstate it, if needed, for a 4.2 release IF AND WHEN there's something to put there. Currently, telling people to look for Tech Previews from a site containing nothing but an empty site.xml may lead to frustration, annoyance, or other less-than-positive vibes about JBoss and our credibility/professionalism.
