local.site just means "pull from your copy of the unified.target site [1] because it's in Boston (also mirrored in Brno behind VPN) and you're in France and internet pipes get clogged when p2 is provisioning so look at local disk instead".

There's a local.target you can use too, if that tickles your fancy more. :)
