This is simply set up by adding -Dmaven.test.failure.ignore=true and -Dmaven.test.error.ignoer=true to the mvn launcher. Then Maven says "SUCCESSFUL" (otherwise it is immediatly a RED build), and Jenkins sees failures in test reports; so Jenkins marks build as unstable.
