It seems this was a horrible work-around idea from 2009. EAP 4.3 and AS 4.x did not have full support for ee5.0,  so descriptors were 100% required. Unfortunately, we had no way to change the ear project wizard or change whether the box could be checked or unchecked.  

At the time, we just chose to force the application.xml to be created.  

I realize it's a bit of a UI error and confusing for a user, but this will not be fixed because it would lead to a regression of 5018.
