CDI facet requires Java Facet + EJB Facet *or* Web Facet.
The only way to describe it in plugin.xml is:

I don't know why WTP (Project Facets page) show that constraint in such a funny way.
It seems that they just render this XML without trying to format it in something more human friendly.
Anyway it's upstream issue.
