Taking the liberty to say this is limited to Birt and its an ancient old issue of us intiially bundling the birt hibernate runtime component within the tools - that component should be standalone and not tied to eclipse plugins whatsoever.

But this is not a priority currently but will welcome contributions in making this split and externalize it!
