I agree that we should not change job names across a dev stream (keep "stable_branch"). What I suggest is that instead of always backporting releng stuff to branch jobs, we could for each new milestone derive "stable_branch" from trunk.
This would work in cases when there are some highly coupling between code and releng that makes backporting difficult. This workflow makes things go more "smoothly", so we don't have to postpone some actions to a new dev stream: If we can get it to work on trunk, it will work on next milestone.
