JBT doesn't validate unknown tags. WTP does (sometimes :) We don't.
JBT suggests EL proposals for every attribute even if we don't know the tag. It's not a bug.
But we should know the tag to suggest css's. Otherwise we will show css pathes for all the attirubutes of all the tags. It's not ok.

You have to have RF 3.3 and some css files in your project.
