I've investigated this a bit. The only plugin installed in eclipse by default which seems to allow downloadign the runtime is tomcat, and tomcat is using an extension point which is deprecated. They have instead redirected us to api's which are primarily for installing things into p2 and installing osgi bundles into eclipse, which clearly is not the same thing. 

So... I'm in the process of clearing this up to find out what's intended and whether this extension point should even be deprecated at all or if we should use it.
