Xulrunner is on our composite site, it's retrieved as an internal JBoss Tools dependency. For m2e-wtp, I don't have a workaround. I simply hope Fred will come soon saying "you can put this version in TP, we will change it in ~2 monthes". But the includedBundle is ignored by Tycho at build-time. In our case, this includedBundle is only honored at creating the site using our script.
I can't remember which solution Fred chose to get latest version m2e-wtp.
