Would this replace the existing JBDS branding/UI we have so that the same skinning could be turned on in Eclipse+JBT as in JBDS (via installer) ? 

That would certainly help w/ a consistent user experience between JBT and JBDS, and JBDS (by installer) and JBDS BYOE (bring your own Eclipse), so that in all 3 scenarios you could have the "red ball" skin if you wanted, or the "Eclipse" skin if you did not.
