We could think of directly importing these themes https://github.com/jeeeyul/eclipse-themes and configure them to use colors of our choice. When we are happy with our configuration, there is an "export CSS" operation available, we could simply re-use the generated CSS. Registering a theme seems to be just about adding an org.eclipse.e4.ui.css.swt.theme extension with and ID and a reference to the CSS file.
Enabling it in product is just about giving an additional property to the productDefinition (no need to tweak at install-time).

I think we can get a first shot of it with a half an hour of effort.
