Here is what I thought, but I may be wrong:
Since JBoss Tools is just the aggregation of some components, and we want to provide this theme in JBoss Tools, I thought it would be fine to put it in what JBoss Tools adds to independant components. Central is more or less what JBT brings on top of individual components, that's why I think it is a nice place to host a few lines of JBT branding.
