In fact, the feature is missing in plugin.xml in com.jboss.jbds.central.discovery.soa-tooling_1.0.2.v20121130-1418-H5-GA.jar which is defined at 
http://www.qa.jboss.com/binaries/RHDS/updates/development/5.0.2.GA.soa-tooling/devstudio-directory.xml
