Windows:
Preferences and about popup are modal(browserSim instances are disabled and cannot be focused).
Ubuntu:
About popup is modal, Preferences popup disables only window from which it is called.
Mac OS:
On Mac OS windows are not fully modal(browserSim instances are disabled(we cannot browse through the page, go to another address, etc.), but we can focus on this windows)
