@nick,
this is right fix for tycho based product build, or it would not work. org.eclipse.update.configurator with startLevel=4 and autoStart=true is missing, but that should not prevent JBDS from starting. Problem is you merged this configuration to jbds-all.product and that stopped default configuration generation in PDE build. With missing org.eclipse.update.configurator plugin in this list it led to wrong default config.ini generation without org.eclipse.update.reconcile=false and that the reason of all error messages in eclipse log after jbds is started.
