It was my understanding that openshift servers should only ever have 1 module 'deployed' to it. At least in source mode. Openshift servers were not eligible to have multiple modules attached ot it. 

We never worked out the 100% details on if we wanted to reject further attempts to add modules or not, but, this bug seems like it is a user error or workflow error as users should not have multiple modules on any openshift server. 

Possible solution, as was discussed multiple times, is to forbid the addition of more modules to the server after one is already on it.
