@Len: What I meant was add both URLs to JBDS, then install the SOA stuff. That will ensure the latest JBDS Core AND SOA Tooling bits will be available and SHOULD (hopefully) resolve the conflict. You shouldn't need to install anything from the JBDS Core site -- I'm only suggesting you add the site so that under-the-cover dependencies will be found.
